Sir,
With reference to paragraph 6 of my Confidenti-
-al Despatch of the 22nd.. November, 1912, I have the honour to
transmit the enclosed applications for increase of salaries
addressed to Sir F. Lugard by (a) Overseers in the Public Works Department, (b) Wardmasters, Medical Department, (c) Warders and
Principal Warders in the Gaol, (d) Sanitary Inspectors, (8)
certain miscellaneous recommendations.

Overseers, Public Works Department.
The existing scale of salaries for Overseers
£270 by £15 triennially.
£165 - £225 by £15 triennially.
1st. Class Overseers £240
2nd. Class Overseers

It is not correct to say as do the Petitioners
that these salaries compare unfavourably with those paid in other
Departments. The salaries of Sanitary Inspectors are the same, The
salaries of the European Warders (£96 to £144) and of Principal
Warders (£168 to £204) in the Gaol and of Hospital Warders (£110
to £150) and of Inspectors of Police (1st. Class £220 to £240,
2nd. Class £200) are lower.

I attach a list showing the changes in the
staff of Overseers during the past 5 years. The figures and re-
-marks show that the salaries of the 1st. class men, who are 14
in number, have not proved adequate to prevent the loss to the
Department
